What is an action bar and what it is used for?

I have been trying to understand what is this action bar here:
Can you give me some example of what it is. I have checked on your tutorials and documents but there is no displaying of the look of it.
And what it is supposed to do?
Is it like a second menu that appears when needed? How do I change the settings?

It is a part that appears above the header.

Can I put the action bar only in the homepage and not in every page?

To do that, you would have to use the Header Builder, create two header templates, and assign one to the home page and the second to the entire site.
The header template chosen in the Page Options will overwrite the one with the condition to display on the entire site.
