Header and action bar error on mobile

i have the following issue: on mobile the header does not stick to top and action bar is visible only in some pages. I can't figure out how to fix it. The url is: https://tinyurl.com/2s8d2kjm

Please paste that CSS code to display the action bar on mobile, it will solve the sticking problem too.
