How to recreate an effect background change on hover in Bebuider

I like a certain effect on a sample page online and I would like to achieve a variant of it on a website I'm building but do not know how to best do it on Bebuilder. I have no doubt that it is possible just need some tips how to best approach it.

The effect I'm after is to have a short list of names centrally on the website while on hover they would display a different background image of the entire page. Best example I found is here:
