Setting the header background color in theme options > colors has no effect

In Theme Options > Colors, the background color I set for the header has no effect. I have created a header template that is used on all pages.

    I finally figured out what is happening. The header color settings are in the header template builder, not where all the other site color settings are. Even though there are settings in the the site wide color settings for header color (they don’t work).

    Can you tell me which color settings do not work for you?
