Two different sites have different builders

I have two different sites with the Be theme, but they both have different ways of editing. One is missing the visual. See attached images.

They are both the same current version, how can I fix this.

There is an option to switch between code and visual editor.

I don't know where that guy is looking but I don't have that option.

It is placed in the Builder settings.
