The mobile display inherits settings from the desktop, so it is already set to cover.

1) Please use the following CSS code:

@media only screen and (max-width:767px){
   #Subheader{
   background-size: contain!important;
 }
}

Put it in Betheme -> Theme options -> Custom CSS & JS -> CSS.
