How to build a One Page menu and have it scroll to the section (not a hard jump).

Title describes the problem well.

I want to build a Menu for a one page website, where the menu items to a section on the page.

I know how to make a new menu, using the WP built in menu builder and making a custom link.

What I don't know how to do is tie the custom link to a element in the page, and how to make it scroll down, rather than jump to the section.

Point me to the right article if you have one. I searched the KB and didn't find one.
