Sticky wrap -as additional inner menu- doesn't stay sticky

The request is about the sticky wrap behaviour on my page https://prnt.sc/do2P6Xx6zJG5. This sticky wrap in my project should remain fixed on top of the page, under the header menu, after scrolling the page. Would you suggest me how to figure it out?

Why is not working? Nearly all editors allow this kind of functionality. I hope you solve it because I want to use it on my pages too.
