Is it possible to differentiate the display of certain elements on the page depending on the user? For example, a CSS class similar to 'hide-logged-out' but based on the usernames.

No, there is no option for that yet.
However, we have conditional login on our feature voting: https://muffingroup.com/betheme/feature-voting/, so we plan to implement this feature in the future.
