How to add an additional horizontal menu?

Hi,

I want to build a page for products instruction, this page is not for sales, it should only contains product details. And my question is: how to add a sub menu on this page? The “sub menu” is not secondary menu nor sidebar menu, it should be an additional menu under the top menu.

The sub menu might contains overview, techsheet and faq. A second horizontal menu beneath the navigation bar in the header would be sooo useful! Is it possible? How can I do?
