Ok, thanks. Just as we thought. Under Theme options > Custom CSS & JS > Custom CSS section you got css responsible for hiding back to top button. You must definitely remove this part of css. But video won't never work on mobile devices. For this video we used Revolution Slider plugin which is not compatible with mobile devices.
