It's possible to do it with some CSS or the "Transform" menu?

Hi,
we don't have such feature yet but it's on our "to do" list. Nevertheless, you can easily create an animated svg that moves with Figma and use instead. With next update, we will be probably uploading prebuilt website with such animated svg that moves.
