Trying to figure out how to edit this area

There used to be a time I could add dividers, menus, icons, all that shit. Now for the life of me I cant even find where to go and do that. And I'm not talking about the Betheme - Theme options - Header & Subheader area.

    I feel like you used to be able to click on the little "edit" pencil icon when you'd go into editing any page using BeTheme, but I can't figure out dick now.
