Cannot scroll back up

When I scroll down on a page, and I want to scroll back up, I cannot scroll back to the top.

When I scroll down and then scroll back up (this is the furthest I can scroll up)

Hi,

Please put the following CSS code in Betheme -> Theme options -> Custom CSS & JS -> CSS:

#Top_bar:not(.is-sticky){
 top: 61px!important;
}

And check if the problem persists.
