Adding animated SVG images

Hi, I'm building a new site still in project, and one of the requirements is that I use SVG images with some light animation, to be honest I'm a bit lost in this one, your template has the option to use SVG files, have tried and it works, now I need to upload animated version, the only tool I've found to make such files creates a folder with CSS files and such, I upload the image but it's just static. This is out of my area of expertise, do I need to hard code anything? Do I need another plugin or something like that to use the SVG images? Any tool you could direct me to for creating the SVG images I need?

Also, in general I just need the images to animate once each time the site renders and only when you scroll pass them, is that a function of the template?
