Cannot get Fixed / Sticky header to work

I am using the "software2" template as my base, and am trying to change the header to be Fixed / Sticky. I've tried to select "Fixed" header type in Theme Options, and have also tried all combinations of "Sticky" options in Theme Options and Header Options, but nothing has worked to make the header Fixed / Sticky. Can someone help me figure out how to do this?
