We want certain testimonials to always appear first. Not sure if the "Order Column" in the Testimonials affects this or not...
Would we have to change the publication date?

If you choose Order by Menu order in the Testimonials element and assign order numbers to your testimonials then you will be able to set which should be displayed first.
