Scalable Preview & Navigation option

I am not getting Scalable Preview & Navigation option in header builder. In other websites I am able to see, But in below it is not coming. Plz help how to enable it.

Just confirm only from where we can enable these options. Right now we are can't able to view these marked options in settings.
