Issue with Header Templates when more than one

I am having a bug with header templates. I have created one that i use as the global site wide header and then a second one to use for only my store pages.

Once I create the second header and publish, i can no longer edit it and get stuck with a page not found error whilst the original global one works.

I also find i have to go and reapply the global one after setting the second header up as it breaks everywhere else on the site until i do this.

I can get to a state where I have both working, however i am then unable to update the headers!
