We need to be able to use the license on a staging site

We use two different Wordpress Hosting systems that have a staging site and a production sight. It causes constant problems when we have issues with licensing between the two.

Is there something that could be done to allow two domains to have the same licensing?

I've tried unlicensing the production site so I can license staging, but I can't remove it without removing the theme completely from the production site. That really defeats the point of a staging site.
