Displaying a list of files links in an Accordion or Tabs.

I'm producing a website for a council that needs a lot of links to pdf files, these need to be easily added and removed by the client. I can't see an option on either the Accordion element or the Tabs element that will allow this without using code, as the content area is text only. This is too complicated for the end user. I need to design a list that drops down and shows these files by Year date. Can you suggest a better way to do this or am I missing something?

Hi please, see screenshots attached, one showing part of this page here: https://domainbc400c.stackstaging.com/bebuilder-474/ at the top that has icons with links. I want to be able to put this in an Accordion or tab element, still with icons like this. I can only hyperlink basic text by adding code currently, this is not user friendly for the client, see the screenshot that shows the Accordion. and also the one showing the Accordion setting on the left.
