We cannot find popup with inserted ID

We cannot find popup with inserted ID - keep trying in multiple ways to set this up in https://njcsda.org/trustservices/ the Estete Planning Link has a pop up but i can't get it to work. Tried creating new pop up for a button or making the image click to pop up same error.
