Wordpress Screen Options, Help and Featured Image not working

The "Screen Options" - "Help" and "Featured Image" options when adding a page, product or post do not work.

I have updated all plugins and the theme. 

I deactivated all plugins and the options still did not work.

I activated the 2015 WP theme and the options DID work.

What am I missing?

Theme does not have any impact on "Screen Options" at all so it's not because of theme for sure. We recommend to remove all plugins and update WP and theme files via FTP only because this is the only method to upload files safely.
