Hi,

your server is definitely not compatible with wp_remote_get() function which uses loopbacks and that's why you get these errors. But sometimes, even when these warnings displays, demo content can be imported partially.

so what do I need to do to get the tuning demo fully imported? Also right now the site isn't even responsive, the menu or the site.

You must contact with server admin and ask if he can remove those limits for you even just for a while so you can only import demo. You can also try to import settings manually and maybe this will help somehow.

what "limits" is it that I'm trying to remove exactly? php memory limits?

Your server is not compatible with wp_remote_get() function which uses loopbacks. But we don't know what exactly on your server is limited. This could be safe mode or something similar.
