Fonts Wont Change

I'm trying to change the font used across the whole website but no matter which font I choose in theme options, when i update, no change. it stays a constant times new roman type font. Also the font sizes inside of theme options changes nothing on my site, so I'm stuck doing all font sizes manually when writing the page. 

Lastly I'm having trouble getting my footer to stay a consistent text size across the multiple pages of the site and cant figure out why this is happening. 

Any Help would be greatly appreciated
