Slow the Speed of the Scroll Function on Page & Remove Sticky Header Function

I have searched the forums, but couldn't seem to find any discussions related to the above. We were hoping to slow down the speed of the scrolling feature on the pages and we were wondering if it is possible to please disable the sticky header (the header that keeps on the page as you scroll down).

both things can be done via Muffin Options panel. Scrolling speed can be changed under Theme options > Addons & Plugins > Addons section but sticky header can be turned off under Theme options > Header & Subheader > Header section.
