cannot change colors even I change and I have also checked its custom on color tab.

Custom colors works only when Custom skin is selected. It's under Theme options > Colors > General section,

well it is custom skin selected under Theme options > Colors > General section

If it's set to custom, then problem must be with cache or limits on server side.
