CSS not working for mobile header. No option to disable mobile header. #Top_bar, #Action_bar

Site is not public yet so it's turned off. Here's a screenshot. I'm trying to turn off the mobile header background so the menu and logo sit on the background image like the desktop version of the site. I cannot locate an option for this. CSS is not working and I also cannot text-align the logo left. Help! :)
