My "Search" feature does NOT find tags, isn't it supposed to?

I have a search bar enabled on my theme. It does not bring up tags. All other themes I've worked with do. I always thought that was how it was supposed to work. If not, how do I make this theme pull up tags from my posts to archive a list with those posts with tags?
