Can Header color and Menu color be different

I want the row with the logo (header) and the menu row which is located right under the header to be diferent colors but everything I have tried leaves them both displaying the same color. http://beta.provocollege.edu/ Is that possible?

try using this css to color the menu bar

#Top_bar .menu_wrapper {
	width: 140% !important;
	margin-left: -20% !important;
	padding-left: 20% !important;
	background: red !important;
}

That worker great except the white background doesn't go all the way to the left and the right. So there is a blue color block. http://beta.provocollege.edu/
