Can't get menu bar to appear on page

I am working on the following page:  [Links visible only for registered users] 

I'd like to have the menu bar at the top. I tried turning it on under Options > Custom Menu > Main Menu, but it still will not appear. I even tried switching from "blank page" to "default template" page, but that didn't seem to change anything either.

How can I get the menu bar on this page?
