Anchor Links within Muffin Builder Not Working

Hi,

I'm trying to link the top text (please click here for all state's current regulations [Links visible only for registered users]) to the bottom of the page (linked below) by using anchor links but it's not working. I currently have added #allregs after the URL linked to the above text and assigned an ID in the custom ID field for the bottom of the page's content wrapper but its not working. I can see when you click the text that the #allregs pops up but nothing happens.
