You can use the Header Builder and put the popup shortcode in the Column Text element.

But in header-builder, there is no megamenu. I need a mega menu as well according to my design.
No problem I am using an external plugin for the popup it is working. Please tell me how can I hover the menu inside the mega menu. Such as we have many universities and when a university will be hovered then the whole courses should appear. How to do that?

There is a Mega Menu builder, so you can have it with the custom Header.
