How can i have a banner that stays in the same place regardless page move?
for example the red cycle with the phone in [Links visible only for registered users]
And how when I press this phone circle in the mobile view, it will drive to phone caller app?

No setting or feature built into Betheme would allow this, but you can write a custom code to achieve that.
I recommend checking the fixed position of elements: [Links visible only for registered users].
