Hi,
this is the most proper behave. For mobile header, you set FIXED position and this is how it works. Within this type of position, any content below, goes behind the element that has FIXED position. So, or you should change type of position for header on mobile or you have to top margin/padding for subheader on mobile devices.
P.S. I suggest not to use WPBakery builder. I strongly encourage you to try the BeBuilder instead. It's 100% built in-house and is way lighter, faster and definitely more stable than any other website builder on the market. Moreover, it has a lot of great features that others doesn't have. As you built this header with Header Builder, you have to go to Header Settings. For further details, please watch the following tutorial where I shown where to change his setting.

I now have an issue with a white bar/line on the top of my footer? Any way I can fix this?
Also when you view the footer on mobile the menu items are centered. I have the setting to all be adjusted to the left for the columns.

1) In the WP Editor, you have an empty <p> tag which causes this space.
You should remove it or enable the option to hide the WP editor in the page settings.
2) Are you sure that in the Footer template, you assigned alignment to the left?

I figured out the alignment. I had to choose each version and set it left. I removed the error in CSS editor and the white line above of the footer is still there.
Also with using BEtheme editor for pages. Where is the setting to remove additional space between columns?
Did you use the "The content: Hide" option in the page options?
Can you attach a screenshot showing what you refer to?

It is actually not a popup. Its a header with a decorative divider line then content. It would be nice if it could be all one unit for header with content instead of adding each individually.
Also I didn't see an option in the BEbuilder for footer to add social media icons.
1) You can add an image as a section background and add a header, divider, etc., in a semitransparent white wrap.
2) You need to add an Icon box element, add a link to it, and style however you want.

With fancy heading you cant change the hyperlink color in content. Please add that option to your next update.
