GDPR 2.0 can already be translated with WPML string translations.
If you do not see these texts there, search for "gdpr" expand "Can't find the string..." and click "Choose text for translations":
Then search for "gdpr" again, and choose texts you want to translate:

If you edit the theme package directly, then files will be overwritten with the next update you perform.
To prevent that, you must use a child theme:

Yes I know your policy. My question is why are you not adding the wpmpl.config file and add the gdpr 2.0 translation keys?
Or where are they stored?
