CSS not working for mobile header. No option to disable mobile header. #Top_bar, #Action_bar

Site is not public yet so it's turned off. Here's a screenshot. I'm trying to turn off the mobile header background so the menu and logo sit on the background image like the desktop version of the site. I cannot locate an option for this. CSS is not working and I also cannot text-align the logo left. Help!

Hi,

this is unfortunately not possible. What you want to do requires theme files customization.

How you want to align logo, left, right or center? Please provide url to site where you want to align this logo as well.
