Hi,

sure, you can set up menu under the logo. It's called Stack and we have different kind of stack headers under Theme options > Header & Subheader > Header section.

Ok, so to add background for menu, please use:

.header-stack #Top_bar .menu_wrapper {
    background: #000;
    width: 100%;
}
#Top_bar .column {
    margin: 0;
    width: 100%;
}
#Top_bar .container {
    max-width: 100% !important;
}
