It's simple. You have Static CSS option under Theme options > Global > Advanced section enabled and you didn't generated new css for the static css file after the update.

@tnethers There is no need to change theme because whole operation takes less than a minute. You can change it to random theme of course but it's not necessary.

Header background can be set under Theme options > Header & Subheader > Header > Background section.
