These are css backgrounds which never won't resize. CSS bg and responsive are just incompatible.

Hi, we suggest to turn off all extra plugins first. If this won't help, then you should try to install theme on different server because we did never met with anything similar and looks like the problem would be with your current server.

Hi, to reset wordpress, you can always use https://wordpress.org/plugins/wordpress-reset/ but please remember that this plugin would clear all posts, pages, etc so you will have empty WP again.
