I have the same problem. I turned off all plugins, all the options are checked, and yet the header doesn't stay fixed. If i activate Betheme header builder it does though.

Could it be that the page has not fully loaded when the link takes you to the targeted id, and that once it loads it jumps you back to the top? And what would be the best way to fix that?
