I have followed those instructions. The blog page has a default right sidebar set up as do all the posts. Everything is left as default but it still doesn't load the sidebar. Categories are set up.

But there is a new widget sidebar created for every category automatically!

Ok. Reiteration. This problem only happens in the wordpress not anywhere else. We checked on several computers and browsers as well This problem is specific to the Theme, what other issue could this possibly be?
