BTW When we try to open http://pipelinesolutions.ae/new/ the site keeps loading and nothing happen. We are sure about the problem on server side.

above css is located under responsive.css file. But if you want to change Action Bar background color, you can do this under Theme options > Colors > Menu & Action Bar section.
