How can I control its position to be close to the three lines button, and change the background as it is transparent?

Hi,

responsive menu appears always below the header and you can not control it's height because this may destroy responsive layout. However, to change it's background color, please use the following css:

#Top_bar #menu { background: #000 !important; }
