if Muffin Options are empty after installation, it means your server is limited. In this case we recommend to deactivate all plugins first and after that click “Save changes” button under empty Muffin Options panel. After saving changes - panel work - after you save the changes again empty. I was looking for a solution is not found. ps. System status - is all about. What else can we do - because in a way you can not work.
We don't think so that php version might be the reason. If you are sure that all your limits are fine, please create php file with phpinfo() function inside so we can have a look on it.

All server limits you can check under Appearance > System Status section.
