Issues when saving from "Theme Options"

For some reason when I go to "Theme Options" and make some changes then save, it takes me to this screen:

The URL says /wp-admin/options.php and none of my saves got saved. When I scroll down to the bottom of this page, there is a "Save Changes" button that also does nothing when I press it. What's going on and how do I fix it?

to be honest we did never seen such page while saving so we don't know what is this. But if you are unable to save muffin options you should check 2 topics below where we explained what limits can be set on your server:
