When you hover over the phone and email the text is zoomed.

A similar thing how does this square --> link: http://w3schools-fa.ir/howto/howto_css_zoom_hover.html

Only instead of the square there is the text.

Yes, it's possible but when it will be too big, then it will be overlapping another contact details, because width of that element is hardly-coded and it will not push another element.

Use this CSS code to see what I mean

.contact_details li:hover{
  transform:scale(1.5) !important;
}

I do not quite understand.

The header and action bar cannot be made mixed together, they are two independent elements and to change that, you would have to edit the theme code.

If you want to make more advanced headers, please use the Muffin Header Builder instead:
