Trying to make first footer, appears something is broken

I'm trying to get started with making my first footer, following the YouTube video here: [Links visible only for registered users]

When I create a new Footer Template, seems like something is broken. Looking at my network tab in Chrome's dev tools, I see a 404 for this url: [Links visible only for registered users]
