Only cache can cause it to differ on different browsers/devices. Maybe purging is not enough, and you should disable it. We always suggest keeping any cache inactive until you finish working on the website to prevent such situations. Best regards

If you set up dimensions in Betheme -> Theme options -> Blog & Portfolio -> Featured Image, images will be sized according to your settings unless the uploaded image has smaller dimensions. Best regards
