This is proper behavior, because it's inserted in the Top Bar Right, which always drops down on mobile menu.

When the site is responsive it creates a white space above the menu and below the black and white photo - that is not there in tablet or desktop view:

You can move the menu to the center by writing a custom CSS code and placing it in Betheme -> Theme options -> Custom CSS & JS -> CSS.
